What are you bringing to the table other than an idea?
At 10% what do you offer? Most people can run it in their home and its just not that difficult.
If you are going to put it into a data center, with full redundant power and cooling and all the security bells and whistles, build a web site and pay some employees or contractors, I think you'll find 10% will not be enough unless you rival GHash.IO.
I think there have been some really good attempts at doing what you are looking to do.
CoinTerra has a partner to do this, BFL is offering a good rate at $10/GH for hosted mining, LabRatMinning has tried to offer a good service, ProgressiveMining has also been a good investment.
NOTE: I do own a few shares of Progressive Mining, I recouped my initial investment in the first two months. I like their model.
I do agree that there are a lot of sites preying on the consumer who either don't do their homework, or don't know how to do their homework.
