It does not seem prudent to enshrine a "reboot it frequently!" policy as part of standard operating procedure.
I agree, but if one large miner does it, resubmitting txes becomes possible.  ArtForz already does...I was just pointing out that it already is possible, but true, it is not reasonable to depend on it in the future.
