The only way you would ever see a performance boost would be if your cpu was so archaic that it could barely run windows 10 to begin with. However, the more likely scenario is the system slows down even more when windows constantly tries to start some of these services that get disabled. Furthermore, implementing all of these "fixes" via changes to the registry is a recipe for disaster. The biggest mistake is disabled windows update. You have a machine running 24 hours a day, connected to the internet and not getting any security patches.
For 100% optimization your best bet is to run linux command line with no gui. There is no overhead or unneeded services. Short of doing that though, I recommend installing windows 10 LTSB, which is already pared down to the essentials:
