bitcoind.exe exception

I've tried running bitcoind.exe and bitcoind.exe -daemon, to no avail I get this exception:

It mentions boost in there, is there some boost library that I need to download before I can attempt to have my own server and mine solo?

My bitcoin.conf has these entries:

Any help sorting this out would be extremely helpful
