Since block rewards are customizable, why are dev's not coding them to reward only 1 coin per block for the first 24 hours? This would solve many of the issues plaguing alt coin releases:

1) This gives all pools enough time to setup
2) this gives miners enough time to make sure they can connect to the pool
2a) It also gives them an opportunity to make sure payouts are working
3) People can solo mine as well since the block only rewards 1 coin. No worry about windows qt not being available right away
4) Easy to tell that there was no premine, no more shenanigans

Anyone else have thoughts on this? I'm not a programmer so I can't say for sure that this is possible.
