Right now I am building rig from these cards and I saw in multiple posts people cant buy them so I can offer them.

I am owner of a local company in my country based in EU.

If there will be demand I can offer HD 7950 DUAL-X 3GB for a fair price 385 USD (+shipping). They are all BRAND NEW. Same as picture.

Way too expensive, mate.  For $460(over MSRP), you can get a brand new Sapphire 280X Toxic that would do 100-150KH more than those cards.  You'd probably get some interest at about $350 or less.
