BitCoin-qt fees question

Hi everyone

I've got a quick question - When the client prompts me for the fee, does it take the fee amount from my balance or reduce the amount I typed in?

If you have enough than it will take it from the balance.
I don't know if it can change the outgoing value if you don't have enough in the balance.
