Thinking about my 1st mining rig, lowest 1070 in price is ZOTAC GeForce GTX 1070 8GB DDR5 256BIT DVI-D/HDMI/3DP aprox 370eur and lowest 1060 6gb aprox 240 eur.  33% diference  in price, does 1070 preformance is 33% better?

It depends on the mining algorithm. For example, for ETH is better 1060, for the zec 1070. Check website whattomine there you can check and decide what is more suitable for you
