The problem is that bitfury miners produced by punin and buzzdave have problems with dynamic difficulty.
That is the reason most owners of those 400 GH/s machines mine on ghash.io, simply because they have static difficulty selected by user.
Sure there is other pool with static difficulty btcguild.com but they have riddic fee compared to ghash.io. Also polmine.pl (1%fee) have static difficulty, I am not aware of any other pools that allow to set difficulty manualy. Bitfury 400 GH/s miners do not work well with vardiff.
Probably that's the partial reason, There is lot of hashpower generated from those machines.

Solution always here.
You may see several pools with dynamic and variable diff support and with 0-1% fee.

BTCDig.com     0%   20SPM / User defined
OzcoinDGM      1%   18 SPM / User defined
Bitminter        1%    20 SPM / User Defined

But 95% of miners continue feeding monsters. Nobody cares.

BTCGuild has dynamic difficulty.  You can set the minimum difficulty but it will adjust upward if set too low.
