I had the same problem.
1-Close the wallet and delete all files into the dogecoin folder;KEEP THE MAIN FOLDER FOR LATER YOU PAST INSIDE HER
2-go to C:\Users\yourusername->appdata->roaming->Dogecoin and delete all files except wallet.dat and dogecoin.conf .
3-download the latest version(windows)
https://github.com/dogecoin/dogecoin/releases/download/1.4/dogecoin-qt-v14-Win.zip and save in your desktop and unzip .Copy and past all files inside the old dogecoin folder
4- go to C:\Users\yourusername->appdata->roaming->Dogecoin and past into dogecoin.conf:

addnode=146.185.181.114
addnode=95.85.29.144

daemon=1
start your wallet and wait to sync.
