So I lapped my heatsink this arvo and my temps dropped 1-5C to ~77C with a 20-25% reduction in fan speed from 100%. Ambient is maybe 25+C? Clocks are 1100/1250.
This is the 1.25V core version of the 7950.

Is this about right for my GPU?

Mine is chilling in the low 60's at same speed. Only thing I did was change the thermal paste(it was pretty bad). Are you giving it enough space/airflow?

There should be pretty good ventilation,  the side panel is off, and there is a 120mm front intake fan put directly into the path of the GPU fans
