Any well known merchant/exchange is "safe". I've purchased through coinbase (via their bank transfers) and virwox (debit card and paypal) hundreds of times without issue. Well except coinbase transactions takes a long time and virwox's large fee's. Never been blatantly ripped off by either company though.

Lots of good reviews on local bitcoins.

I wouldn't trade with anyone on the forums just for the fact that so many people have been ripped off time and time again. So many scams here seriously some people have no shame.

OKPay is safe. Not very convenient.
Western Union and Moneygram are safe and usually pretty convenient, but can be expensive and jerk you around at times.
Of course cash, like you mentioned. If someone deposits cash into your bank account that is a safe method.
Selling bitcoin for other cryptos is safe if you trust the trade partner and/or use a good escrow.

All of the above are tried and true methods for selling coin.

Moneypak cards have been good for me personally. Cash purchased MP cards are pretty much cash. Now credit and debit purchased MP's should only be accepted from trusted buyers. Although I have read a few reversal stories online (not more than 3 or 4), I have personally never had an issue accepting an MP as payment for bitcoins. That is not to say it can never happen to me, but overall the method has proven to be one of the best overall combinations of convenience, safety and value. MP's cost $5 or less and can be found all over.

I would say all methods of payment are safe as long as the buyers are honest!

Besides cash an alt currency would be the most safe if you're concerned about scammers  Roll Eyes
