If you also include the bounty campaigns then the marketing budget definitely gets very big, i think there is also a need for post ico marketing as i have seen even very good projects fading away because of no marketing or publicity and no one seems to be interested, the projects should keep their marketing tactics active at all the times even after the ico for long term success.
