How hard is it to complie a wallet if you have the backup

Having troubles with my laptop right now but my wallet is backed up (after i've encrypted it) on a flash drive.  If my laptop blows up what skill level is needed to compile the backup of my wallet from the flash drive on a new computer?

Depending on the wallet software, it could be from 30 seconds to 5 minutes.

Step 1: copy the a file (the backup of wallet.dat) to a folder (google bitcoin data directory).
Step 2: Run bitcoin.

The only problem is that not everyone have the 16GB block data readily on a computer.
