I have two identical rigs each with 4x Gigabyte R9 270. For some reason, one card always runs much hotter than the others (8-10C). They are all clocked identical. In both rigs it's GPU0. I have a huge window fan blowing over all 4 cards, so I know it's not something like "oh well that card is mounted differently", etc.

Are there any BIOS settings or something I should check?

Increase fans in the others to 50%, no reason to keep it that low.
Are you using risers? Have you tried only running that card to check the temp?
