Dual card setup of Radeon/Nvidia on Win 7 and cgminer 3.7.2

setx GPU_MAX_ALLOC_PERCENT 40
setx GPU_USE_SYNC_OBJECTS 1
cgminer --scrypt -o -I 13 --worksize 256 -g 2 --
lookup-gap 2 --gpu-engine 900 --gpu-memclock 1100 --shaders 2048 --gpu-fan 100 --device 0 --gpu-platform 1

The temp and fan speed fields are blank and fan's won't speed up. Any way I can regain control of these features.
another thread suggest export DISPLAY:=0. However, this was for Linux setup. What's the equivalent for windows
or what else I can try to get this working/

Edit: the fans actually do start spinning up. However, my settings above instruct them to always stay at 100pct.
Also I do see both fields, for a first few seconds, but then they disappear.

Oddly enough the same is true of any video output. If I start a video file(.avi for example) output is visible for a second or so
but then I only see black square.
