So is 1200 Watts enough for 4x R9 280x cards? I hear these cards are power efficient.

1200w is borderline outside of undervolting.  Now, if you plan on undervolting, 1200w will be fine.  Each 280x is (stock clocks/volts) 275-300w.  

I would honestly recommend a quality 1350w like this one for peace of mind, and the fact Corsairs are generally overpriced and you can get more wattage for your dollar.

I'm running the same config, but with the 1000 w PSU,... I do however undervolt my cards, and they do draw up to 1050 watts.
Also have only 1 driva attached and 3x Fan. It runs, so your PSU can definitely handle this,...
