I will have 1050 watts of power that the cards will pull.  Will a 1300 watt power supply be enough? Or should I go with 2 750 watts? And which brand is best?

What cards are you running? We use 2x Rosewill Capstone Modular 750W, and they work quite well.

For PSU recommendations, I would say look for anything that is 80Plus Gold, has active PFC, and a single strong 12V rail. Seasonic, Antec, and Corsair are the best. CoolerMaster and Rosewill are also pretty good.

I will be running 7 AMD Radeon R9 270 's.

MOBO: MSI Z77A GD-65 
Processor:Intel Celeron G1620 Ivy Bridge Processor
Ram: 4GB
Powered Risers: Havent quite figured out if need 16x  or 1x
Hard Drive: USB Flash?
Linux

Did I miss anything? And I doing something wrong or could do better?

2 750 watt power supplies might give you more connections for the 7 video cards, of course a solid 1200 watt or 1300 watt would do nicely also.  I think my coolermaster 1200 watt has enough connections for 4 video cards but it doesn't have many regular power connections for fans, etc which you will probably need to put adapters on to power the video cards.  That is with each of my 4 video cards using 2 power connections.

If those 270s only require one power connection then you might be ok with a solid 1200 watt power supply but 2 750 watt power supplies might even be around the same price or cheaper and would work pretty well.  If you want a little headroom then you can go with 2 750 watt power supplies.

of course I kind of actually prefer the idea of 2 750 watt power supplies so you aren't continuously stressing the power supply so much.  I had an 850 watt antec burn out on me a few weeks ago with just 2 280xs on it.  So for long term use I would probably stick with 2 750 watt power supplies.

Use a Add2PSU adapter, it connects two or more PSUs together and I suppose evens out the load amongst the available PSUs. Also if you shut down one, all of them shuts down conveniently.  Cheesy

I'm no expert at this, but I believe 16x risers gives more power than 1x risers. Any will work fine though, but to be safe stay with powered risers. Smiley

You need 1x powered risers.   The power is the same on both 1x & 16x risers as there are 5 12v leads on each.  While you wouldn't have this problem on that particular mobo, some mobos can't supply the bandwidth if using all 16x risers.

And those add2psu adapters I highly doubt they do any kind of load balancing.  You can make your own perfectly effective and safe adapters for $1 with a male atx connector, an insulated piece of wire, and two connecter pins.

Flash drives are great for files and multiboot disks, but they are slow for OS.  A few bucks more can get you a cheap ssd which will make all the difference in the world when working within the rig.

I think I have also settled on a ssd.
The 16x end goes into the GPU, and the 1x end into the motherboard. If you get a powered riser, there should be a 4-pin molex connection which can be attached to the PSU.
