I think to implement a blockchain system, there must be enough people who want to not rely on third parties. and then it can form a blockhain network. How many people do need to implement blockchain governance? At least three. For example, we have found some people who want to get out of transactions through banks or third parties. After this there is mutual agreement together, they have their respective account details all the time they are without having to know the identity of others. Thank you.
