The bolded part of your post is what interest me because that part nullifies whatever objective you set to achieve. Do you even know the number of every black child on the street? What's your definition of being on the street because any child on the street didn't fall from heaven or space. Its as a result of the failure of their parents who felt they needed to procreate without making provision for their wards. How do you hope to salvage that situation. Again, a lot it those who are on the street as you claimed chose to be there not because they don't have any other option, but that's what they choose to do, how do you take them out of the street. To me this your objective is vague.
Empowerment is key and that should be focus on the child because a child cannot work to fend for himself there solely dependent on the giver. But with empowerment to youths, they can fend for themselves, contribute to the society and make the street cleaner of children.
