When is the DOGE block split?

For that matter ... when is the LTC block split as well?

I do not know where to find that information.

What is the consequences of this? This problem has been solved? Is it safe to moved my doge from exchange to wallets?

If you're on the wrong fork of the blockchain and you start with a fresh new v1.3 client to correct it, you may not end up joining the correct fork! See this thread to make sure you join the right nodes (using v1.4 may also avoid the problem if it's available for your platform).
