He wanted to buy 1.5 BTC with Neteller.

He wanted me to go first, but i didnt and then i told him that we should do it in small trade's of 0.25 after sending him the BTC he said "Sent bro chill. We can do next payment when you confirm."

but he didnt send anything, please trade with caution!

Dude, use an escrow for this kind of payments like when you selling BTC. Some of them charge for being middleman and some of them just do for free or if you feel comfortable they are accepting tips.
