Forgive my lack of networking knowledge...

If I have 1 PC that does all my Torrenting and acts as a NAS for my other rigs/TV's, what service would I have to choose for that 1 PC to be "safe" (as far as my ISP harassing me for DLing Hollywood blockbusters)?

Hey there.

Use a bittorrent friendly VPN, configure and test it, it's very easy.

At TorGuard you may subscribe a bittorrent proxy, it's a little cheaper than VPN service, but in the tests I've made I could see that my ISP could still detect bittorrent traffic, and you might want to use some other protocol, so VPN is a better choice.
