So, after reading things I understand few things about mining altcoins(dogcoin etc) but there is so much more to know, so here I am

1. I am going to put  R9 270 or R9 290 for mining? Any thoughts if these are good or I should go with any other?
2. How much of monitoring is needed everyday? Twice a day is sufficient since i have 9-5 job
Is there any specific GPU which would make less noise at home? Power and plug points at home are enough or do I need to call pseg and change the power levels/do additional things?
3. Is it true that in most cases, all the hardware can sell at around 75% of the original cost after using it for 6 months?
4. Any basic tutorial which explains about setting up everything? I know about programming etc in general so running a script etc would not be a problem

Lastly, I wanted to form a group with 1-2 people around East Coast (NY/NJ/PA/CT/) for the same

Hi

1.  at the moment R9 is very good choice ( considering hashrate and power consumption )

2.  If you setup failover (autoswitch pools if the primary one is shutdown ), just put some other pools to que.
then you don't need to monitor at all ( twice a day is really sufficient )
- less noise GPU: some time ago I used HD7790, fan runs about 40% all time at temp 68°C on 210 kHs (MB wasn't in case)
or invest in water cooling

3. not sure ( maybe if you conceal it was used for mining and overclocked you'll succeed )

4. tutorials are all over the web, just google cgminer setup (or bfgminer setup).
are you windows or linux user? With win setup I can help.

good alt coin mining pools are
middlecoin.com - they sell all mined alt coins and sent you BTC
multipool.us - you can join autoswitchpool (mines most profitable alt coins) or mine lots of altcs directly (incl. doge)
