[help with mining] guiminer works but cgminer does NOT

Hey guys,

I am using guiminer for 3 graphics card, two R9 280X and one R9 290X.  R9 280X works fine.

I want to test different settings for the R9 290X
under CGMINER, it cannot go above intensity 13 or TC 8192, otherwise there will be lots of HW. With intensity 13 and TC 8192, it only works below 300 kh/s

    I remember to setx GPU_USE_SYNC_OBJECTS 1
                        setx GPU_MAX_ALLOC_PERCENT 100

under GUIMINER, however it works fine intensity 20 and TC 27400 and yields 840 kh/s

I do not understand the comparison. I think GUIMINER is just CGMINER with a GUI interface

My computer is:
Intel Core i3
4GB memory
Windows 8.1 64bit
latest AMD drivers and SDK
