Ok I'm no whizzkid, but I can bet you there are people reading this that are.

What is someone created an ICo that could help people recover lost wallets having recently lost mine I would gladly give 10% of it's value to be retrieved, now if there was a way you could work with the wallet owner to retrieve the wallet for say 10% of it's value, I reckon that would be a good ICO, as basically you're safeguarding people's money.

What are people's thoughts on this idea, or is it dead before pen even hits the paper?

Yes.

If a wallet is lost (all data wiped), you can't retrieve the private keys from it anymore.
An ICO claiming to do that would mean they have a way to hack private keys from specified addresses which is impossible.
