I think nobody except for Bittrex knows when it will be back. I suggest you to send a message to the Bittrex Exchange support.

ETC got an inactive status on Bittrex, Meaning The wallet is disabled. This is usually due to the network having difficulties or the wallet has been taken offline, and not like the usual remarks on it for other coins except NEO are all on a Automated Maintenance, Regarding this status on a certain exchange we might not know when it will return or it will never return because the status was a disabled wallet for no further reason on bittrex and ETC side, I really think if you want an exchange with ETC try other exchange site that accept ETC.
