This is a simple implementation of gmaxwell's idea regarding sites proving they have the required funds, posted here: https://iwilcox.me.uk/v/nofrac

The bitcoind tie-in will be coming tomorrow.

This is the account side of the project, and is pretty much ready to plug-n-play right now as far as I can tell.

I'm happy to receive any help, and I'll be adding the bitcoind, balance signing part of the equation, plus better documentation, tomorrow.
