I don't think Bter allows you to make CENT deposits, but it allows CENT withdrawals. That's why the bter price is higher than elsewhere.

You can currently buy CENT's on cryptsy at the rate of 0.00000001 XPM/CENT. However you can't move them to bter to sell them for the higher prices there.
