Russian authorities are planning to pass new legislation that would effectively legalize cryptocurrency markets by summer 2018. The bill, which the State Duma Committee on State Construction plans to support, will establish a legal basis for digital rights and digital transactions, Head of the State Construction Committee Pavel Krasheninnikov told Izvestia. The bill does not address all of the president’s directives, but its presents conditions for further regulation of the digital currency industry, said Igor Sudets, director of the Plekhanov Russian Economic University’s “Blockade for Lawyers” educational program. Russia used to be very hostile to the crypto-currencies, despite the fact that a lot many of the earlier Bitcoin startups originated from that country. As a result, many of these startups moved out to less hostile jurisdictions. Anyway, it is good that finally they have realized the mistake.

I believe so because there are so many ICOs where the team are consists of Russian devs. They are in the same level of USA when it comes to supporting the blockchain. Putin also discussing the regulations and it might takes some time but I know that the decision will be in favor of it.

But adopting Blockchain Technology doesn't mean that they will be free from USD influence in an event of trade embargo. So already have their Rubble, but as far as I know, we haven't heard any success about it. Actually, all crypto back by government hasn't been successful as well, just look at Venezuela's Petro, it didn't work and its a complete failure for Maduro's government.
