Who decides about top-pinned topics?

Hi,

I was just wondering who and how the descision  is made a topic
gets pinned on the top of a certain board?

My topic is of general interest regarding crypto coins and
got some attetion over the last 2 weeks.

Yeah. If it's relevant to all I'm sure it would be considered, but I'm not sure it's essential reading really to be honest.

Admins and board moderators have rights to set topic sticky. I checked your thread, you try to collect refferals. I'm sure stickies don't work that way.

Mods/Admins can sticky topics.  Your thread definitely won't be stickied as it contains a referral link in the OP (which you should remove).

Board moderators and admins have rights to set topic sticky, and usually they do right choises

Are you a bot or just manually copy posts and adding/changing a few words? I noticed you'd done this several times before and couldn't work out if you were a bot.
