Do all the dice and gambling sites use a gambling license?
Im asking it because i know that gammbling license cost more than 15000$

It's a very expensive process to get a license. We are in the middle of that at  the moment. And should have one very soon.
But it has it's advantages. Like no possible way anyone can say "the website is a scam " As we are audited and have to stick to the rules of the Government.

Depends where your server is located, but I guess in some locations law does not apply to no fiat betting

It is always shaddy and better have lawyer ready, or be untrackable.

I personally think it is not worth the risk
