The answer is: hash rate should not affect block time; if the coin is properly coded, the network is adjusting itself (changes difficulty) to keep the same block time no matter how the hash rate changes. It's called difficulty retargeting.
Also your math is wrong. In your example, if the difficulty remains the same, if the hash rate drops, you will find block in much
longer time.
Maybe you should read a bit more about
difficulty and
retargeting.
