If I may, I would like to suggest something that it could manage the spam attacks.
This couldn’t be successful but for the bounty managers’ effort.
What if a bounty manager would not undertake any project without KYC of the ICO’s founder?

spam attacks
I think you meant "scam" (they're two different things). The main issue is making all of them do the background checks (especially since a significant amount of "new/rookie managers" are quite greedy [unfortunately]).
