Coinbase is not available for my country.

I want to buy bitcoins.

Localbitcoins and Paxful have too many fees.

I only have a Postal ID, and i can do a selfie for verification.

My payment methods are:
Paypal
Payoneer
Payoneer Mastercard

Please suggest me sites where i can buy bitcoins only with this information.

I had hard times in the past finding people to trade with using these same payment methods and since you're not willing to use the exchanges you mentioned, I suggest trading with invididuals on the forums (currency exchange section) but since you are a newbie, It won't be easy as PayPal and Payoneer are reversible and people may not trust you.

With those payment options you are considering it would probably be best to check out https://cryptonex.org there you can buy btc with your mastercard quickly.
It's a reliable platform, I personally use it from time to time and still I'm quite satisfied with its work and prices.
You can pay in any currency; exchange for USD or EUR is made at your bank rate.

OP have payoneer mastercard and according to Payoneer T&C they don't allow any cryptocurrency related transaction so they won't support such transactions. I also had my payment blocked by Payoneer when I once tried to withdraw some fiat from crypto exchange to their card/bank account.

Both Paypal and Payoneer don't allow crypto-related transactions so the only chance OP have is exchange Paypal/Payoneer for perfectmoney first and than buy bitcoin with perfect money.

I do not know if the OP is active so far, but the best way is  to know people from localbitcoin & paxful and then trust them without using the site escrow "It’s better to know them personally and do small transactions."
also, try social media networks "Facebook groups"
So I don't think the site you suggested will work.

This user is promoting/spamming this site in all of his posts.

Cryptonex supports only several payment methods, which are not very popular outside Russia: Advcash, PerfectMoney, and Payeer. Convenient ways to transfer money, such as bank wire transfer or credit cards, are not supported by this exchange, which is definitely a disadvantage.

There are so many exchanges you can use to buy bitcoin. There are binance, kucoin, hitbtc and many more. But I prefer using Binance and kucoin. These are the exchanges that has only low fee for every transaction and tax for every withdraw. The platform is very nice and those exchanges are so easy to use especially for beginners. I would suggest you to try binance. Easy to use and also easy to understand. It has also good security.

There are a lot of exchange you can use to buy bitcoin. There are yobit, kucoin, hitbtc, binance and etc. You must pick the exchange with the lowest withdrawal fee, with the best security, with the best platform and also the trusted one. I would suggest you to pick the binance exchange because it is the best exchange for me. It is the most understandable to everyone especially for those who are still a beginner.
