Finish the development of the CelesOS on BP voting part.

The main display of the several features as below: the edition of the ticket institution, BPlist block out arrangement, BP reward edition, BP voting time adjustment. The details of the ﬁring process as the article as below:
1. Succeed in applying the wood to the system contract: celesos.system contract
