Make the signature rules more accessible

Currently , the rules about the signature and their correlation to ranking can only be found midway through a thread.
Make a stickied thread containing this information or add this to the forum ranks thread.

For those who do not know the rules and have come here :-

The rules are
- Newbie: No styling (including links) allowed. Max 50 characters.
- Jr. Member: Links allowed. Max 150 characters.
- Member: Unlimited length.
- Full: Color allowed.
- Sr. Member: Size allowed
- Hero: Background color allowed

Yeah, it should be put in the forum ranks or something, but trust me, it won't stop people from making threads about it, although I'm sure it'll greatly reduce them.

I agree a lot of little faqs and tidbits are hidden all over the forums or midway into a thread not in their own threads actually
