Does anyone know if you can create your own section or some sort for your own ICO? And do you need to be a certain rank to do so?
As @Potato Chips pointed out, you are likely asking about opening a thread to promote an ICO. In that case, you can create the informational thread on the Ann section (
https://bitcointalk.org/index.php?board=159.0) and, if you plan to have a campaign running, you would open another one in the Bounty section with that specific information (
https://bitcointalk.org/index.php?board=238.0).
In either case, you do not need to have a specific rank, but it will help to have some decent track to give you some credibility. To run the actual campaign, you can do it yourself, or hire someone to do so. Some of the most reputable campaign managers can be found here:

Hmm. I think you meant thread/s tho :thinking: An example of a section is "Beginners and help" and a thread is this (Can you make your own "section" somewhere for your own ICO?).
So creating a section is a NO but creating a thread is a yes and doesn't require any rank to do so, although take note that newbies can't post images which are vital in creating a visually pleasant announcement thread so you may wanna avail the
copper membership which would lift that restriction.
I'm pretty sure you only need to be an admin to do so. Why do you have to create your own section though? One thread for the [ANN] thread and another one for the bounty thread(if you're conducting one) should be more than enough honestly.
