are the fees taken out already so when I an amount with my Electrum wallet, does the receiver get exactly what I send? thanks!

the receiver receives the amount that you put in the textbox saying "Amount" in your "Send" tab. the fee that is deducted has a separate field called "Fee" and that is the additional amount that is taken as fee and doesn't affect what receiver receives.

And just to add-on to pooya's response; the higher the fee, generally the quicker the transaction will go through. The lower the fee, the longer it will take.

In addition, you can see EXACTLY what Electrum is going to do (prior to clicking "send") by entering the address, amount and setting the fee... and then clicking the "Preview" button.

It will show you all the transaction details (inputs used, outputs created) and you will see the exact amount(s) that are going to be used.
