can anyone advise on source code ? or anyone recommend someone who can do it ?

You can post this on services section, assuming you want to pay them with Bitcoin. I've tried to find coins with x11 algo on this forum, but it seems a lot of them have died. Still, you might be lucky and find their wallet source code on github though. Have you tried it?

Most of them is on win / nix / Mac platform ..
have not seen many on andro ..

Maybe any one know any ?
