I'm aware of Vultr but apparently, they are charging hourly. I was looking for something that is high quality like OVH hosting where prices are fixed on a monthly basis and also accepts bitcoin.

Vultr charges monthly as well. It just depends how you're using the server.

If the server is turned off from time to time (let's say you use it 3h per day) you will be charged hourly (3h x 30 days x 0.004)
For 1 month = 24h x 30 days = 720h. If you use the server 720h per month you switch automatically to the monthly plan ($2.5)

Like what for example Digital Ocean does

All servers on your account are billed hourly up to the monthly rate cap. The hourly rate is determined by dividing the monthly rate by 672 hours (28 days). If your server is online for more than 672 hours in a calendar month, you will only be billed the monthly rate. Accumulated charges are invoiced to your account on the 1st of every month.

That's what I was looking for but are the server specs changeable? It seems like there are not too many options. For example, I want a server with 32GB RAM but not that many CPUs otherwise It would just cost me more.

Expensive and also a new service, I prefer using something that is reputable and existent for some time.

No because usually when you need 32gb your OS/application also needs several CPUs. You rarely need 32 GB to use something with only 1-2 CPUs, otherwise your server will crash as you guess. I don't remember seeing a site where you can customize your CPU

You may try to visit lowendbox or webhostingtalk and ask for an offer you will receive a lot of them

Hostforlife.eu. You can consider this hosting provider if you're looking for windows platform. OVH server is cheap but their support is very pathetic. I have tested their services, I submitted inquiry, no one reply in 3 days. Maybe this is the reason why the server is quite cheap.

I don't think I care that much about the support, I'm not planning to run something that could cause problems or I might need help with, as long as the server is running 24/7 that's all I need.

I am bad with hardware, to me, the CPU is used by the host machine and the cores are like CPUs extensions. When Vultr uses KVM for the virtualization, customers get dedicated CPU/cores (while with OpenVZ resources are shared among all servers.)
If you look at the 32 gb server and its index performance it says "Multi-Core Score xxxx". So to me, you have a 32 GB RAM with 8CPU and at least 2 cores
