the whole point of creating a new coin is that you create a new coin. if you want to fork some coin without even knowing which algorithm suits your innovative idea (that you should have before you even think about creating a new coin) then you should not even waste your time creating it.

What's the reason why you want to fork a coin?

Right, as a team or developer of a coin, he should have enough idea about blockchain, and how does it work, how to create a new coin, develop that coin. In a nutshell he should have knowledge about creation a coin or fork a coin. If he is weak in such field, he should hire an experienced developer.

For easiness of forking and maintaining a coin, Scrypt would be the best one. It's one of the most forked coin with a large number of documentation on the process and troubleshooting any problems. If you want to run a mineable blockchain, Scrypt is easier choice.

it is impossible to answer such a vague question because the answer is so broad and it can be literary anything from the bitcoin's PoW to some of these newly found algorithms that you have not even heard the name of.

your question at this point is like asking what graphic card is the best! which for instance depends on your budget, what you plan on doing with it,...

Read about bitcoin forks, etherum forks and bitcoin cash forks too

I think you should first consider what algos the newer coins are using. In particular take a look at the more modern algos like x16r, x16s and other ASIC resistant algorithms out there. And you should understand the need for a new coin to be ASIC resistant and how to achieve this. Presently it might not be even enough to be ASIC resistant, your coin would have to be a FPGA resistant too. You can also take a look at the Veil Coin and how they achieve FPGA resistance. Choosing an algo is not a trivial matter. If you don't choose it well your new coin can suffer 51% attacks easily and it will become worthless in no time.

For me, the best algo for cryptocurrency is Cryptonight. You can mining the coin with cryptonight algo with CPU and GPU.
This means it is supporting the decentralized of the coin, doesn't like other algo which you use ASIC to mining with profit.
I think decentralized means everyone can mine the coin.

First question is what do you want and plan to achieve. If you answer all these correctly then your search  can be narrowed to the best suitable algorithm for your coin. But then, why fork or create a coin that has or won't have any economic and development importance to the cryptocurency market.

For you to ask this kind of question just mean that you don't have a direction as to why you want to create the fork which means that no matter the algorithm you make use of, the coin will always turn out to be a shitcoin because the team in charge of the project never had a solid reason as to why the coin was created, we have a lot of coin with the same algorithm and I don't think we want of of them, all we need is a very good idea.

What I don't understand with his question, why he has to fork a coin? is it monetary reasons or innovation reasons?

This kind of scheme is becoming popular when the biggest forks became of a trend and gathered huge market cap. And after few days, he don't even replied to this thread although he was online today. No reason for him, I guess.

Algorithm is not the best way to determine whether the coin is really good or not, but if you ask for the fork, i wonder why you fork a coin that was the best algorithm.

Why do you need to create another fork? There are already too many of them. Think of a new algorithm. An algorithm that will be resistant to cracking with the help of quantum computers. Moreover, the need for such an algorithm is long overdue.

Did you mean about the consensus mechanism that used in the cryptocurrency? I meant about POS, POW, DPOS, or etc.
Algo doesn't matter a lot in the creation of blockchain and you can use various algo for that but about privacy, scalability and another thing will depend on your mechanism.
