I got a new computer. I'm new to GPG Verification. I can't remember how I managed to do the GPG verification the 1st time and I can't get it done again on downloading the newer version. I've looked at all the tutorials and it just won't work the way it says its supposed to work.

Do you guys think I should try ledger live I got a native-segwit type wallet that's the 1 with cheapest fees correct?

Unless someone has an easy GPG Verification tutorial so I can verify and download the newest electrum portable version.

Recommended to use the latest version of Electrum, version 4.2.1.

This thread below should be helpful:
[GUIDE] How to Safely Download and Verify Electrum [Guide]

About the address type to use, native segwit (address that starts from bc1) has cheaper fee. With 1 input and 2 outputs, native segwit is 42% cheaper in fee than legacy address type (address that starts from 1).

Whenever I needed to verify Electrum, I used this guide > https://bitcoinelectrum.com/how-to-verify-your-electrum-download/.
The process is slightly different now because the signature files contain 3 signature of 3 different developers. In the past, they only contained the one from ThomasV.

I couldn't find the key via the fingerprint as explained in the article, but you can download and import the individual keys from the links on Electrum's download page. The final results look a bit different than what they did in the past but the software will tell you if the verification was successful or not.

I prefer to use the command line for verifying GPG signatures.

You only have to verify and import the three keys, and these two processes are very easy.

Importing needs to be done first: gpg --import <PGP public key file>

Repeat this for the other two public key files (there should be exactly 3 of them on the website - the fingerprint alone is not enough since we're not using keyservers).

Verifying the signature:

gpg --verify <the data to verify>

The public keys do not need to be specified as they are already imported.  The result of the verification will be displayed inside the terminal.

I've looked at all the tutorials and it just won't work the way it says its supposed to work.
Do you want to talk us through why it isn't working? I assume you are using Windows since you are talking about the portable version? Are you sure you downloaded the signatures for the right version? How are you trying to verify it? Are you using GPG4Win/Kleopatra, command line, or something else? What errors are you getting?

I'm sure we can help you out if you give us more information.  Answering the questions posed by o_e_l_e_o would help us help you.

Some significant changes have been made to the way the developers sign releases, but verification workflow should be the same as the last time you did it.  There will be more signatures in the .asc file, so the results will look slightly different.

Do you guys think I should try ledger live I got a native-segwit type wallet that's the 1 with cheapest fees correct?

I prefer to use Electrum over LedgerLive, but it really comes down to personal preference.  There's not much difference these days, both will give you pretty good control of your coins, and shouldn't have any issues with any type of address.

Unless someone has an easy GPG Verification tutorial so I can verify and download the newest electrum portable version.

I'd like to believe that my tutorial is pretty easy to follow.  I'd love to hear it if you disagree.

If so, you just have to download the file and signatures there and transfer the verified Electrum to the new PC.

Since you already did it once in the old PC, it's already set-up to do the verification,
you can skip to the last few steps of every tutorial out there (to the actual verification).
For example, if it's Windows, just download the Electrum and its 'signatures' file, then double-click the signatures ('.asc' file).
If Linux, then you'll only need one command to verify the file.

No I wouldn't use ledger live software, it's full of bugs and I consider it to exist only for collecting customer information and analytics from people.
You can use native segwit most bitcoin wallets and it could save fees but don't expect any big savings.

Unless someone has an easy GPG Verification tutorial so I can verify and download the newest electrum portable version.
I don't understand why do you want to use portable version that can have some security issues.
Full or standalone version of Electrum wallet works just fine instead, and best for linux is Appimage.

I second the use of the AppImage. It's very easy to update - just download the new version and delete the old one, make a shortcut to the newer one on your desktop and then it auto-updates your wallet version as well. It's also more foolproof than other methods. Complaints about libsecp256k1 dependency in particular, are very common using other methods.

The Portable version of Electrum is only available for Windows, so given that OP must be using Windows (and doesn't strike me as the kind of user who would be dual booting, running a VM, running WSL, etc.) then the Linux AppImage probably isn't an option for him.

Regardless, if he isn't going to answer any of the questions asked then we can't actually help him.

Sorry I didn't reply back sooner I've been busy. This did help me to verify the file thanks.

I downloaded the desktop version of electrum version 4.2.2. & it wont work with my ledger nano s after I click hardware device when it asks "Do you want to create a new seed, or to restore a wallet using an existing seed?"

Do I make a new thread for this problem?

What error does it give you?
Is your Ledger Nano plugged in, unlocked, and with the Bitcoin app open?
Is anything else trying to use or access your Ledger Nano at the same time? Make sure things like Ledger Live or any browsers with extensions like MetaMask are closed.
Try again with the Nano connected to a different USB port.
Make sure your USB drivers are up to date.

For the question it the topic title: I would advise you use the latest Electrum, since it fixes a vulnerability.
I do use the portable version because I don't like to install things on my Windows, so imho portable is just as good as the installed one.
I would start with a new copy of the portable Electrum, copied maybe on disk D into a new folder, so there are no rights issues, look at the tutorial linked by @Charles-Tim as first answer to verify your Electrum, and when you create the new wallet make sure it creates it in a subfolder of that folder on D you just made.

Then, if you still get errors, you can give us more details, like what is the error you get.

Make sure your USB drivers are up to date.

I would add that it won't hurt if OP makes sure he also has the latest Bitcoin App on his Ledger (maybe his current one is old?)

I downloaded the desktop version of electrum version 4.2.2. & it wont work with my ledger nano s after I click hardware device when it asks "Do you want to create a new seed, or to restore a wallet using an existing seed?"
I restarted my computer & its working now thanks.
I doubt that it's the restart that fixed it, rather, you've selected the wrong option when creating the wallet.
That's because that message will display only if you go to "Wallet with two-factor authentication" instead of "Standard wallet->Use a hardware device".

Anyway, glad that it worked.

Um, I've went on that path myself and you're incorrect.
That same message is also in the normal wizard: https://github.com/spesmilo/electrum/blob/master/electrum/base_wizard.py#L208
That same message is visible on the top of the second page of the wizard, see the second image (step 3) from here and I pretty much suspect that this is what OP was referring to.

Okay, then the message not limited to 2fa wallet creation. If it's the standard wallet path, he may have not clicked "next" after selecting 'Use hardware device'.
The point is, that message shouldn't be available in "Use a hardware device" option.

I've pointed the '2fa' option because there are actual two selections there ("Create a seed" & "I already have a seed") instead of the four options in 'standard wallet'.

The point is, that message shouldn't be available in "Use hardware device option".

It's on the view where you select whether you use HW or not (so HW is not selected yet). In my previous post I've linked a page with the image.
You do have a valid point though: hardware wallet should have its own path starting with page 1, not from (this) page 2.
And OP said that he got error (an error he didn't detail) when he selected the HW radio button and pressed next. At least that's how I've understood.

However, it doesn't matter much. His problem is solved, which is very good.
