If I buy an item, and it gets lost in the mail. Does the seller owe me a refund? Do I still have to pay?

Or does it depend on the terms of the agreement such as payment before item is shipped. Or payment upon item delivered

I feel like I am the loser in every situation. I sold a 5 ltc coin that got lost in the mail a few years back. Everyone agreed that the buyer didn't have to pay me.

But I feel as if, I was to buy an item. Pay for it. And than it get lost in the mail sellers here would tell me tough luck.
