how to fix this error? http://prntscr.com/npngd8 cant open my wallet...

There are many reason "Error loading Phyton DLL" problem happen, there are 4 things you could try :
1. Run Electrum as Administrator / with Administrator privilage
2. Re-install Electrum
3. Try install KB2999226 Windows Update
4. Update Electrum to newest version (newest version is 3.3.6)

Did you just run Windows update... or did you go and download the KB2999226 update specifically?

If you just ran Windows Update, I'd advise that you got get the actual specific package for your version of Windows using "Method 2" from here: https://support.microsoft.com/en-us/help/2999226/update-for-universal-c-runtime-in-windows

NOTE: Make sure you get the appropriate version, x86 or x64 depending on if you're using 32bit or 64 bit Windows respectively.

Did you used to run Electrum before without problems?
Did you install any other software since the last time you where able to run Electrum?

Another user had the same error message and got it to work, he posted step-by-step instructions of what to do.

I solved!

These are the steps if anyone else experience similar problems:

1. I changed the permissions of my temp folder. Here is the step-by-step guide: https://superuser.com/questions/668820/google-drive-error-python27-dll
2. I copied python35.dll and python3.dll in system32 and  sysWOW64 folder. I gotta thank this user: https://productforums.google.com/forum/#!topic/drive/qcHYkqeikLE
3. I installed the latest windows updates and rebooted.
4. Once reboteed, finally I can run both ELectrum and ElectonCash.
