They just copypasted common information? That's all? SO what? I mean if they copypaste other whitepapers stealing their idea and technical information, then yes it a scam, but as I said all of this is a common information that is not related to the technical problems. Or what?
Direct copy paste will be consider as plagiarism, it will not change whatever information you copied. Perhaps your idea could match with other, but it doesn't mean you are allowed to copy paste someone work. If same thing written by you and me, it could not be same. Because article written by different person. Subject could be same but article can't be same. Even single article copy paste will be consider plagiarism.
I'm not saying that it is really so. But, What if those articles were written by team members of the project before?
plagiarizing basic information should not judge as scam. But it should judge as plagiarized and try to avoid joining such project.
plagiarizing technical information and plagiarizing more than just few lines should consider as scam. Project owners has right to put their solid reason. Sometime two project owners tied up and allowed each other to share piece of information on their pages.
Sometime owners are adding reference links from where they written or taken idea.
There are few project whose whitepapers first page was plagiarized from different sources and those sources are like SEC's website. I found one of whitepapers 1st page was plagiarized more than 50% of contents from different sites like SEC. I don't see them as scam because they are adding piece of information from some trusted sources.
But at the end everyone has their own point of view.

And regarding ETHEREUMCARD whitepaper they are copying such articles or paragraphs which can get written by themselves.
And the way they tried to put copied text shows they are not good at all.
