Is cryptocurrency banned by MASTERCARD?

I tried to use Mastercard to buy coins on several sites but all failed. Simplex advised to use Visa card.

I had no problem using my debit Mastercard before this.

It should be possible to do so. There is no reason to use Simplex anyway, as they're fees are extremely high.

Try some of these exchanges (depending on your location): Coinbase, Coinmama, BitPanda or CEX.io.

And I and all my friends use Visa to buy crypto. I think it is easier for you to find such a card than to make a payment through MasterCard

My understanding was that it makes a difference whether you are using a credit or debit card.  Quite a few banks banks won't allow their customers to buy cryptocurrencies on credit.  Shouldn't make a difference whether it's visa or mastercard, as long as you use debit.

//EDIT:  Okay, you've edited the OP to clarify it is a debit card.  Not sure what else to suggest, then.  Do you maybe live somewhere the US have imposed sanctions on?

Failed on CEX.IO as well.

I used my MasterCard on Cex.io a few days ago and everything works fine. Maybe there is an online spend limitation by the card-issuing bank. In this case, try Skrill and convert Skrill USD to the Bitcoin with services like Bitpanda and Wirex(service has high fees AFAIK).
