I would suggest you to create an account on localbitcoins and offer this service of recharging in return for bitcoins. 70% is low too, I have seen people selling it at 90% of the price sometimes. It will take a bit time but would surely work out. Also how do you do these deals of top up in India while being outside of India? Is it legal?
