What exactly are you looking for: someone who gets him on the phone, or someone who delivers him to your doorstep? $1900 sounds like an aweful lot of money if you know his address already.
Just an idea: have you tried sending him a letter?

I would suggest you to talk to an escrow and update this thread with the information of the escrow. You are a newbie (account), no one is going to take you seriously unless you do things properly. And talking to an escrow in advance is the first step in my opinion.

You also need to be very specific in your terms. Specify that you want the hunter to do xyz task for you.

The person refuses to talk, I need someone in Canada to take matters in their hand. I will be sending them letter through a lawyer tomorrow (Monday), and the kind of money I have quoted, it is because of kind of money involved.

Seems like a scam move to me.
A word of advice to OP. He should consider using a trusted Escrow to avoid getting ripped off by some scammer pretending to be going to do the job again.
