I'll have an old copy of the Andreas schildbach wallet if you want a copy of it (it worked on jellybean), you might be able to pull it from the git repo but I'm not sure of the name (might be android-wallet/Android-wallet) but I'm not sure.

Electrum probably won't work on older versions anymore either since old clients can't connect.

That would be awesome, want to make a mini wallet version...

Ask them to check if this is compatible: https://play.google.com/store/apps/details?id=de.schildbach.wallet (if they can see an install button then it is)

If not ill put up the installer from my old phone in a couple of hours (when I get in).

Isn't this risky?

You would be using an unsupported operating system, and unsupported wallet software, in an old hardware which also has no more firm ware support

I understand you may want to use an old phone, but that may be risky for you. You may exposed to Old non bugs and exploits (already known to hackers)

Guarda wallet and Coinspace Wallet still supports Android Version  4.4+
 Guarda Wallet: https://play.google.com/store/apps/details?id=com.crypto.multiwallet

Coinspace Wallet: https://coinspace-wallet.apk.gold/go.php?link_id=375863&r=https://play.google.com/store/apps/details?id=com.coinspace.app

Isn't this risky?

Yeah, there may be risks but I don't think OP wants to get an old phone just to download wallet.

2016 android models are really not very old. Because I am currently using Samsung J7 (2016) models. I have been using Electrum and Mycelium on my current phone.  But yes, I always keep update my firmware. Still now I have not faced any issue during use both wallet. I believe you may use both of that wallet just need update your firmware. I don't know which model are you using, but since its working to me then it should support your phone as well. Had you tried any wallet that I mentioned above?

OP, your title "Non smartphone wallet" and your question are in complete opposition since you are asking for Android type wallet, and any phone with that OS falls into the category of a smartphone.

Isn't this risky?

Of course, it's risky, so old models generally no longer have support from their manufacturers in the form of security patches issued by Google every month. And there is no doubt that such smartphones pose a security risk, not only because of the fact that they have an outdated OS, but also because of the inability to use new versions of applications.

I would not hesitate to use such a smartphone for ordinary internet surfing or something, but under no circumstances would I use it for crypto hot wallet.

You could use a 2nd or 3rd from the latest generation smartphone and that would still be both relatively cheap AND updated enough to use either Bitcoin Wallet or Electrum for Android after doing a factory reset.

You could buy brand new Samsung J6 J1 (2016) phones for around $100? (and they get cheaper over time) Or when you upgrade from whatever you are using to the latest S10+, then repurpose the older phone as your mobile wallet.

*edit* J1's are below $100 on amazon. You can get even cheaper similar ones locked to certain carriers, but you could simply just use only your own WIFI on them.

Why no rooting?

Plenty of stuff is more than capable of running much more modern software than manufacturers can be bothered with.

Obviously there are some risks with that too but sensible practice nullifies plenty of it.

The btc.com wallet will work on Android 4.2
https://play.google.com/store/apps/details?id=com.blocktrail.mywallet

And the bitpie wallet will work on Android 4.0
https://play.google.com/store/apps/details?id=com.bitpie

I don't think you are going to find anything that still is supported on Android 3.x

Can you give a little more detail on what you are looking for?
And why? Someone might have an idea as to another solution.

-Dave

A lot of cheap android phones below $100 run Android 5. That would be my personal minimum version these days as Electrum for Android works on Android 5.

Why not use a web wallet? I think the risk will be lower compared to what would happen to any old-version wallet.
you can try BTC.com Bitcoin Wallet, Coin Wallet, and bitgo

Some of these wallets have the ability to work on Android, IOS, web wallet.
bitgo: multi-crypto wallet.

you can try copay for android 4.1.2
